Возможно Вы не перешли на вкладку "Поверка СИ"

Содержание файла корректно, попробуйте <SaveMethod>2</SaveMethod> заменить на <SaveMethod>1</SaveMethod>, сохранит загрузку как черновики. Возможно Ваша учетная запись не позволяет отправлять данные о поверках. Ну и как вариант по невнимательности не перешли на вкладку "Поверка СИ"

А что у вас в файле? Каким образом его формировали? Ошибка соединения, а подробнее можно ответить только посмотрев содержания файла
